We study exclusive heavy flavor vector meson diffractive production in nuclear collisions within the dipole picture. Such processes exist in electron-proton, ultra-peripheral heavy ion and electron-ion collisions. Our calculations are based on the recently obtained heavy quarkonium light-front wavefunction through the basis light-front quantization (BLFQ) approach, including the one-gluon exchange interaction and a confining potential inspired by light-front holography. The $J/Psi$ cross sections measured at HERA as a function of $Q^2$, $W$ and $t$ are well described. The cross-section ratio $sigma_{Psi(2S)}/sigma_{J/Psi(1S)}$ as a function of $Q^2$, $W$ and $t$ shows agreement with recently published data. We also make predictions for the cross-section ratio of $sigma_{Psi(3S,1D)}/sigma_{J/Psi(1S)}$. Preliminary results for $J/Psi$ production in ultra-peripheral heavy ion collisions will be discussed. We conclude that measurement of diffractive heavy quarkonium production, especially the excited states, imposes rigorous constraints on heavy quarkonium light-front wavefunctions, which will then help us develop a more precise description of the gluon distribution function at small-$x$ regime.
