Thomas Mortenson, Pell Institute for the Study of Opportunity in Higher Education and higher education policy analyst, Oskaloosa, Iowa. He is editor and publisher of Postsecondary Education OPPORTUNITY, a monthly research letter devoted to analysis and reporting on educational opportunity after high school.
